Every citizen has the possibility to use the qualified electronic signature (hereinafter referred to as the QES).
Pursuant to Article 40 (5) of the Civil Code the qualified electronic signature together with a timestamp is equivalent to a handwritten “notarized” signature.
The citizen, who decides to use the qualified electronic signature, requires the following means in order to sign electronically:
- A qualified certificate
- A certificated device for storage of a signing key
- A signature-creation application
First two means the citizen may obtain from any accredited certification authority.

The citizen has to decide on the accredited certification authority. More detailed information on services provided by accredited certification authorities may be found on their web pages. If the citizen decides on a certain accredited certification authority, it is sufficient to contact that authority or to visit its registration authority.
Employees of the accredited certification authority shall guide the citizen where to go (the registration authority) and what documents are required for the verification of the citizen’s identity. The citizen shall be also informed on trade conditions, duration of the qualified certificate validity and on the use of certificated technical means including the signature-creation application.
After the contract has been concluded the accredited certification authority shall issue to the citizen the qualified certificate allowing the qualified electronic signature use.
